Fix for New text Document Shortcut Missing

So how to fix this problem. Well, Just download this small (less than 1 KB) file.
Now Follow these steps to fix this problem

1. MISSING NEW TEXT DOCUMENT
2. NOW DOUBLE CLICK THE DOWNLOADED FILE
You will see a prompting message just click OK.
3. The problem is fixed
TESTED ON MY OWN COMPUTER RUNNING WINDOW 7
